Sheriff Dever promotes four from within his department

Cochise County Sheriff Larry Dever announced the promotion of four employees in his department on Thursday.

Roy Cook, a 12-year veteran of the sheriff's office, was promoted from investigative sergeant to patrol lieutenant for the Willcox and Elfrida patrol districts. Cook started his law enforcement career with the Tombstone Marshal's Office and has worked in the investigations, patrol and civil divisions of the Sheriff's Office.

Ken Foster has been with the Sheriff's Office for 13 years in both the patrol and investigations divisions after coming from the Army. Foster was promoted from deputy to sergeant in the Sierra Vista Patrol District.

After serving nearly eight years with the Sheriff's Office, Paul Kostellic was promoted from patrol deputy to sergeant of the office's civil division. Kostellic started his career in law enforcement in 1976 in Mississippi and also has served as the marshal of Tombstone. He has worked in both the patrol and civil divisions in his time with the Sheriff's Office.


Ursula Ritchie has been with the Cochise County Sheriff's Office for more than two decades, starting as a communications officer before working in the patrol and investigations divisions as well as search and rescue and working as the canine patrol handler. Ritchie was promoted from investigations deputy to investigations sergeant for the sheriff's office.

"It's always gratifying to watch talented and enthusiastic people step up to the plate and meet the challenges afforded them through promotion," Dever said. "This is an exciting opportunity for growth for them and the entire department."
