Man killed in St. David standoff identified

SIERRA VISTA - The Cochise County Sheriff's Office has identified a man who was shot and killed when he opened fire on law enforcement officers after a standoff in St. David April 22.

Randall Kent Oly, 65, was shot by Cochise County Sheriff's deputies Tuesday after he exited his residence in the 500 block of Vail Lane and shot at officers who had been dispatched to the area.

Oly was declared dead at the scene, said Carol Capas, spokeswoman for the Sheriff's Office.

The standoff began when a man contacted the Sheriff's Office at 1 p.m. to report that Oly had shot at him with a shotgun during an altercation. The man managed to take the shotgun away from Oly before leaving the scene.


During the 3 1/2-hour standoff, a woman who was barricaded with Oly was released after 45 minutes. At about 3:30 p.m., after hours of unsuccessful negotiation attempts, Oly exited the home and opened fire on officers before being shot dead by deputies, according to the Sheriff's Office.

No further details about this incident have been released, and the case remains under investigation by the Sierra Vista Police Department and the Cochise County Sheriff's Office, Capas said.
