City grant policy proposed

Prior to his termination last Monday night, City Manager Mike Leighton presented a draft grant policy to the Willcox City Council.

As a result of the monies given as a grant to the "Bulls and Barrels 2008" bull-riding event in March, he was working on a policy for the city.

The draft policy, written mostly in the interrogative, is not comprehensive, said Leighton, adding that he is looking for comments and additions to the draft from the council and city staff.

"From time to time, the city finds itself faced with request(s) for funding and/or in-kind services to support various event driven organizations, non-profits and other service groups to support those recurring and special events," according to the proposed policy.


"In an attempt to create a methodology to consider and possibly fund and/or provide in-kind services toward these requests, it is necessary to develop and institute a policy whereby the requests can be considered under a given criteria that allows for fairness and insures that cost effectiveness is achieved to the highest extent possible," the policy states.

Criteria for consideration:

€ Does the city have the funding or wherewithal to respond to a request in a positive fashion?

When revenues allow or when there is time, material and equipment may be available to provide in-kind work. The council, in consultation with the city manager, has the right to determine if money can be granted to events or happenings without its being specifically placed in the budget.

This budget flexibility is usually placed in the community project or economic development operational budget line items.

€ What will the proposed event or project do for the city?

Does it bring revenue to the city or to its businesses?

Does it benefit the city or organization by creating socio/economic assistance or advantages to the citizens in general?

Does it help to make use of under-utilized city facilities?

Is the organization(s) a not-for-profit?

€ Replication

Can the event or project support itself in the future?

Can the event or project scope be expanded in the future?

Are there other sources of funding that may be exploited?

Does it provide impetus for future beneficial projects or events?

Does it compete with other worthy projects or events?

Does it compliment other projects or events?

This policy is intended to establish a fair and effective way of supporting the Willcox community, the proposal states.

It will become effective upon approval of the Willcox City Council.
