Justice Complex construction continues

A contract for more than $70,000 was awarded last month to Bates Paving and Sealing for the City of Willcox parking lot paving project.

City staff beginning advertising invitations on May 28 and June 4, running for two consecutive weeks according to city policy. Bids were received until 11 a.m. on June 9.

The city received three bids from Pathfinder Construction, American Asphalt, and Bates Paving and Sealing, said Dave Bonner, director of public services and works.

The bid schedule for the project was broken down into three phases with Phase II having an alternate.


Phase I is the new Justice Complex, at 11,250 square feet; Phase II is Firehouse No. 2, at 10,000 square feet; Phase IIA is Firehouse No. 2 East entrance, at 1,200 square feet; and Phase III is the Willcox Chamber of Commerce and Agriculture, at 25,617 square feet.

The total bid from Pathfinder Construction was $119, 331.70; from American Asphalt was $111,836; and from Bates Paving and Sealing was $73, 820.

City staff recommended that the council award Bates Paving and Sealing the contract for all three phases, including Phase IIA.

The council voted unanimously to award the bid, contingent on the firm's providing a performance bond.

At the same meeting, the council voted unanimously to spend more than $10,000 on plumbing fixtures for the new Justice Center.

City staff had requested quotes on plumbing fixtures for the new center, and received three quotes from Lou's Plumbing Supply and Showroom and Ironwood Winnelson Company, which quoted the American Standard brand, as well as Able Distributing, which does not carry American Standard products.

The total bid from Lou's Plumbing was $10,852.87, from Ironwood was $14,008.27 and from Able Distributing was $23,901.46.

The council voted unanimously to award the low bid for the purchase of the plumbing fixtures.

Also at its June 16 meeting, the council unanimously approved the purchase of a new Dictaphone Recorder for the communications center at the Willcox Department of Public Safety.

The current recorder, at 16-plus years old, is outdated and unable to handle recent upgrades to the enhanced 911 system, said Administrative Assistant Penney Bell, adding that parts and recording tapes for the current recorder have become obsolete.

The department received three bids from Goserco, Inc., Canyon State Wireless, and Creative Communications, which provided the lowest bid at $12,660.
