Firm chosen to consult on Bowie plant

BISBEE - County supervisors Richard Searle and Pat Call on Tuesday awarded a contract for technical consulting on the Bowie power plant project to ADEW of Boulder, Colo.

Deputy county administrator Jim Vlahovich received three bids and after careful review by staff, it was determined that ADEW would provide the needed analysis to help in the rezoning process as well as water and air quality issues.

The other bids were from Powers Engineering and Energy and Environmental Research Group.


Under the contract, the county will pay ADEW $49,660 for consulting work that includes attending an Aug. 21 work session and the Sept. 10 supervisors' meeting, when the supervisors might make their decision.

The ADEW team also will assess water adequacy issues and the effects of carbon dioxide on the environment.

"They will review the application of SouthWestern Power Group II and look at state and county guidelines," Vlahovich noted. "They will also look at the carbon sequestration technology and determine what levels could be reasonably achieved."

That last part did not sit well with David Getts, general manager of SouthWestern Power Group II, though the company has been supportive of the technical advisor. Currently, there are no federal standards for carbon dioxide emissions, he pointed out.

"I have concerns with this scope of this specific review, if that indicates a part on the county to regulate air quality," Getts told the supervisors. "That's the job of state and federal agencies."

Searle replied, "I have no intention of taking jurisdiction over air quality, but I do want to look at it properly, however."

Getts also voiced concern over the possible lack of experience of EDAW with Integrated Gasification Combined Cycle technology, which will be used at the plant. Upon checking ADEW's Web site, he found no reference to coal technology.

However, in the proposal presented to the county, ADEW notes extensive experience in the energy field and with IGCC.

ADEW stated: "We have assembled a team of highly qualified professionals with experience in the siting and permitting of numerous coal-fired generating facilities ... Our team offers in-depth knowledge of the technology, impact analysis and regulatory requirements, including recent experience with IGCC.

In other business

€ Developers of the Bachmann Springs resort and golf community were given approval for the final plat on Phase 1, a 120-lot subdivision on 137.38 acres north of Tombstone, off Middlemarch Road. Lots will be one-third of an acre to 2.3 acres.

The extended plan is to build a total of 1,125 units (single and multi-family residences), a resort hotel, an 18-hole golf course and a wastewater treatment plant on 1,700 acres. The development was approved in 2000.

Jake Boland, president of Bachmann Springs, said an agreement had been worked out with ADOT (Arizona Department of Transportation) to construct a permanent road that will access the property from Highway 80 across state land. The road will be built to county standards.

The development will run reuse water from the wastewater plant to the golf course to reduce water consumption from the on-site water company that will serve the community.

Construction of the first phase of the project is expected to begin in the fall.

€ Approval was also given for the special recall election in Whetstone of four members of the Fire District Board.

€ A work session to discuss the recent activities of the County Supervisors Association and recent legislation was also approved, though a date was not set at the meeting.

€ Approved the list of 2007 property tax exemption applications filed with the assessor after the statutory March 1 filing deadline.

€ Approved a post warranty software maintenance and support agreement between elections systems and software and Cochise County to accommodate voters with disabilities for $66,566 over a five-year period.

€ Approved the request from San Simon school superintendent Joe Guthrie to rent the county's 100kw portable generator in order to establish a cool station at San Simon School during a six-hour planned power outage in the area on July 26.

€ Approved an amendment to an intergovernmental agreement between the Arizona Department of Health Services and the Cochise County Health Department in the amount of $104,000.

€ Approved an intergovernmental agreement between the Cochise County Health Department's Steps Program and Cochise College, enabling Cochise College to provide education culminating in certification in community health, social services, and social work areas of study with a cost to the steps program of $31,538.97 for one year.

€ Authorized an $840 salary increase for the Cochise County building official in the planning department for an annual salary of $56,840.

€ Approved a contract renewal for corrugated metal pipe with ConTech Construction Products, Inc. for $30, 000 annually.

€ Approved a renewal of a contract for road materials with Western Emulsions, Inc. for $975,000 annually.

€ Approved the renewal of a contract for road materials-cold mix with Maddux and Sons, Inc. for $160,000 annually.

€ Approved contract renewals with Maddux and Sons, Inc. for road materials.

€ Approved the renewal of a contract for crush aggregate with AGE Contracting, Inc.

€ Approved the renewal of a contract for road materials with Rinker Materials.

€ Approved the oversight council on a DUI abatement grant agreement to provide $29,982 in overtime funding for DUI task force operations.
