Willcox offers Colorado man city manager position; negotiations continue with Stephen Pauken

The City of Willcox has offered its manager post to Stephen J. Pauken of Frederick, Colo.

Negotiations are underway, and an agreement with Pauken had not been reached as of press time.

The City Council voted unanimously last Tuesday night to allow Mayor Mick Easthouse "to negotiate a contract" with Pauken, who was interviewed by the council behind closed doors on Friday, June 10.

"Thank you for the confidence vested in me," Easthouse told the council.


The vote came after a closed-door session lasting nearly 45 minutes Tuesday, June 28. It began at 6:07 p.m. and ended at 6:50 p.m.

There was no discussion prior to the vote.

A discussion and decision item "regarding an agreement to pay moving fees for a potential city manager" was listed on the agenda for last night's council meeting, as well as another closed-door session "regarding the city manager position."

Asked last Wednesday the salary amount Pauken would be offered, Easthouse said, "I have no idea. What his salary will be is part of the negotiations."

He added that the salary range is $65,000 to $85,000 per year.

No further information was available as of press time.

Pauken has 21 years of service in municipal governments in Ohio and Colorado and has "small-town roots," he told the audience gathered at his June 10 reception at City Hall Depot.

He said that he was town administrator in Frederick, Colo., from 2003 to 2005. The town, about 30 miles north of Denver, has a population of about 4,000. Previously, he worked two years in the same post in Berthoud, Colo., he said.

From 1993 until 1999, Pauken was the full-time mayor of Maumee, Ohio, he said. The city, which is near Toledo, has about 16,000 residents. Its mayor acts as the city's chief executive and chief administrative officer, he said. Prior to being elected mayor, Pauken said, he was a city council member.

Before becoming involved in municipal government management, Pauken worked in the private sector as a businessman for 16 years, he said.

Pauken, who said he is not the first in his family to be a public servant, reminded all attending his reception that, "municipal government is not a business. Our product is service to the community."

The council also interviewed Catheryn C. Thomas of Webster, N.Y., in a closed-door session on Friday, June 24.

The new city manager will replace Gilbert Davidson, who left June 7 to take a job in Marana.
