Hospital board election Tuesday
By AINSLEE S. WITTIG/Arizona Range News
Four candidates are vying for two seats on the Northern Cochise Hospital District board of directors, and the winners will have a say in the direction of our local hospital.
The election will be held Tuesday, March 8.
A third seat was filled at the January meeting. Sandra Ousley was appointed by the current hospital district board to fill the seat of Leola Peach, who died last year.
By Arizona law, the district board must lease the hospital to a non-profit group to operate the hospital's day-to-day operations, said Chris Cronberg, chief executive officer of the hospital.
Terms for Dr. E. Richard Singer and Pat L. Stark end March 31, 2005. Both are running for re-election, Cronberg said.
The other two candidates for the board are Gail Size-Santopadre and Howard Conner.
Summaries of each candidate may be found in the NCCH First Quarter newsletter.
Others on the five-member board are Gayle Berry and Jim Reed.
Polling places are open from 6 a.m. until 7 p.m. Polling places are as follows:
Pearce, Cochise and Sunizona precincts: Senior/Community Center in Sunsites
Willcox, including Playa, Stewart, Kansas Settlement and Willcox precincts: County Services Center, 450 S. Haskell Ave, in Willcox
Bowie precinct: Justice of the Peace building in Bowie.
In order to become a candidate for the hospital board, candidates had to turn in a nomination petition with 30 signatures, live within the Northern Cochise Hospital District, and not currently hold a public office.
Citizens are eligible to vote in this election if they live within the hospital district and are registered voters.
The hospital district includes most of Northern Cochise County, with some exceptions. To the west, it contains Sunsites and Cochise, but not Dragoon. To the south, the district includes a portion of Sunizona, but does not include Elfrida. To the east, it contains Bowie and west of the Chiricahuas, but not San Simon.
A second hospital board, the non-profit operating board, is made up of the five district board members and the chief of hospital medical staff. It is known as the corporate board, Cronberg said.
The board voted last year to expand the size of the corporate board by four members over an extended period. The first to be appointed was Cindy Traylor, of Willcox, Clark said.
Cronberg explained that this board is ultimate responsibility for operating the hospital. They formed a corporation under Arizona law and have 501(c)3 designation from the IRS. The corporate board has two main duties: employing a chief executive officer (CEO) and evaluating that person's performance.
The decision to expand the board is the direct result of discussion during the board's strategic planning session a year ago where the need to widen the board's community base was agreed upon. The corporate board members are appointed, Cronberg said.
